WEB, NET SPAWNING NEW JOB MARKET.(CAPITAL REGION)

Troy Tara Rosenberger has a job that didn't exist several years ago but does today thanks to the computer revolution: she develops interactive learning materials, basically computer software, for electrical engineering, marketing and electronics manufacturing.

``I love it, it's a new field and you can do anything you want,'' said Rosenberger, multimedia program manager for a National Science Foundation project at Rensselaer Polytechnic Institute.
