SYDNEY, Aug 20 AAP - Prime Minister Julia Gillard's problem regarding backbencher Craig
Thomson does not rest on whether he paid for sex for himself or anyone else, but whether
he lied, The Weekend Australian says in its editorial today.

The Prime Minister has thrown the weight of her office behind the member for Dobell.

If it turns out he has not told the truth she could come under intense pressure to cut
him loose.

A by-election does not necessarily follow but that does not mean Labor would avoid
being damaged by this unedifying incident.

If Labor had a healthy majority and was governing in its own right, Mr Thomson might
be gone by now. As it is, Ms Gillard looks desperate to avoid a by-election and risks
losing even more authority than she has since she deposed Kevin Rudd.

The issue is whether we, like Ms Gillard, can take the MP at his word. She would have
found it easier to defend an MP who put sex on plastic, paid back his union, declared
the party's gift on time and got on with representing his electorate. But that is not
the card Ms Gillard has been dealt.

The Sydney Morning Herald says the issue regarding Labor member for Dobell Craig Thomson
is whether he diverted union funds to pay for escort services and to withdraw more than
$100,000 in cash.

The government's apparent attempts to prevent parliament from finding out about the
inquiry do affect its standing.

It should stop trying to stifle questions into the matter. At the very least, parliament
and the public need to know: if Thomson did not pay for call girls with union funds, who
did?

An adverse finding by Fair Work Australia might well end Thomson's political career
and, if Labor lost a subsequent by-election as seems likely, it would probably also bring
down the government.

It is a matter of great regret that so much is at stake on such a trivial matter -
particularly as the government does not deserve to fall, and has much important work to
do.

Sydney's The Daily Telegraph says the troubled member for Dobell might just turn out
to be Julia Gillard's worst-case scenario.

The allegations made against Craig Thomson have become both more extensive and far
more detailed this week. Recent attempts by the government to stem the controversy seem
desperate and evasive.

Stonewalling, a tactic employed by the Prime Minister in parliament this week, isn't
a viable long-term strategy. There are too many questions arriving too quickly for the
government to simply block them all out.

As Australians learned this week, the Thomson case has cost Labor in the region of
$150,000. It could yet cost them far, far more.

Melbourne's Herald Sun says the shame about the controversy over Labor MP Craig Thompson
is not that he may have been using a union credit card to pay for the services of escort
agencies... but that Ms Gillard is prepared to stake her reputation on the weak attempts
by the MP to explain himself.

If Mr Thomson were charged and a by-election were held in Dobell, Labor would likely
lose, which could trigger a federal election.

At stake is political power, and it appears Ms Gillard is prepared to pinch her nose
to the rising political stench surrounding Mr Thomson to keep it.

Melbourne's The Age says looking at the furore over Labor MP Craig Thomson, who is
facing allegations he used a union credit card to pay for escort services, the imperatives
of power remain the same.

When it comes to the crunch, politics trumps propriety.

This does little to restore faith in the political process and its practitioners.

Opposition Leader Tony Abbott's wariness in exposing coalition members to scrutiny
of their past pointed to a deeper malaise in Australian politics.

The preselection choices party machines make all too often reward party hacks for reasons
at odds with the qualities and values the public would wish to see.

Brisbane's The Courier-Mail says question time, or what should be a 60-to-90 minute
period in the parliamentary day when ministers are held to account and backbenchers get
a chance to raise issues on behalf of constituents, has become propaganda time, dominated
by point-scoring, sloganeering and name-calling.

It has long been the case that opposition teams in parliament seek to disrupt question
time believing that an unruly parliament reflects badly on the government of the day.

No one personifies this more than opposition business manager Christopher Pyne who,
when he's not hurling offensive and snide remarks at the Prime Minister, wastes time with
self-serving points of order.

Our politicians should reflect on their behaviour over the past 12 months and consider
whether what they have done, individually and collectively, has enriched our political
discourse.

Watching question time would suggest that anyone who said it had played a positive
role would be either delusional or lying.

The speech to the Australian American Leadership Dialogue was the opening engagement
of Mr Cheney's three-day trip.

Held in the ballroom of Sydney's Shangri-La Hotel, the invitation-only event drew a
mixed crowd of diplomats, military types and the occasional media star inside - and a

QLD:Music festival disrupted by flash floods

SYDNEY, April 23 AAP - A Christian music festival has been disrupted when heavy rains
brought flash flooding and split the roof of its main pavilion at Toowoomba - a town inundated
in the January floods.

Heavy rains descended on Toowoomba, about 100km west of Brisbane, and the annual EasterFest
on Saturday evening (AEST).

The festival is held at Queens Park, next to East Creek, which surged above its banks
and caused minor flooding in the park.

Rain also accumulated on the tent roof of the main pavilion, causing it split and pour
inside, a Department of Community Safety spokeswoman told AAP.

An estimated 15,000 people were in attendance when police started evacuations.

"Basically, they're evacuating the entire area," the spokeswoman told AAP.

No one was injured during the incident and the Bureau of Meteorology cancelled its
severe weather warning for the area just before 10pm.

Some festival attendees expected campgrounds in the park to be evacuated when flash flooding.

The department spokeswoman said evacuations were confined only to the festival itself.

Flash flooding on January 10 ravaged the town's CBD, resulting in fatalities.

Blake Rice, 10, was saved by a passer-by when a wall of water pummelled the car he
and his family were in but his brother Jordan, 13, and mum Donna Rice died.

International and Australian artists were scheduled to perform at the festival, which
attracts people from all over Queensland and interstate.

Around 30,000 people attend the event each year.

VIC:Carjacker stabs victim in the neck

MELBOURNE, Aug 25 AAP - A Melbourne man savagely attacked by a carjacker says he'd
already handed over the car keys when he was stabbed in the neck.

Just before 6am (AEST) on Wednesday Kane Cashin, of Thornbury, found the thief sitting
inside the car which the 20-year-old floor tiler had left parked and locked in the street
outside his home.

When Mr Cashin banged on the the passenger window, he expected him to flee, but instead
the intruder confronted him, demanded his car keys and said "would you like to get stabbed?".

"That's when I got a bit shaken, up as you would; no-one really wants to get stabbed,"

Mr Cashin later told reporters.

"And so I guess (I was) pretty frightened in that sort of situation."

Mr Cashin turned to run but the thief stabbed him in the right upper back.

As he tried to get away, Mr Cashin tripped but managed to throw the car keys towards
his attacker.

But rather than grabbing them and taking off, the man stabbed Mr Cashin in the throat
before driving away in the blue 180SX Nissan Coupe, registration number PUN 342.

"It's a bit low, I would have thought ... putting someone's life at risk just over
a car," Mr Cashin said.

"The biggest thing that's got me is, why stab me in the throat after he's got what
he wants? I'm dumbfounded by that."

After raising the alarm with his housemate at home, Mr Cashin was treated at the Austin Hospital.

He said doctors believed the weapon was a blunt object, which caused cuts, swelling
and bruising on his neck.

Mr Cashin said he had saved for about a year and also taken out a loan to buy the car
last December.

"I love my car, it's my pride and joy; I love working on it. Me and my mates get together
and do a bit of work on it sometimes," he said.

"I have a very strong passion for cars and I've always wanted that car for a long time
and I've worked hard to save up the money for it."

He was a floor-tiler and needed his car to travel to jobs, he said.

Detective-Sergeant Andrew Lawrence said police believe the weapon was a screwdriver
or something similar.

The thief is described as being in his 30s, of Mediterranean appearance, with a skinny
build, about 183 centimetres tall and unshaven.

He was wearing a black hoodie with a white motif on the front and white on the sleeves,
a black beanie that may have had a white logo, dark track pants and runners.

Mr Cashin said if it happened again he would hand over the keys immediately, but his
first instincts had been to resist and run.

He appealed for help in tracking down the car.

"I love my car and if anyone can do anything to help me get it back, I wouldn't know
what to say."

nearly half her body weight to triumph in the latest series.

LISA HOSE has been crowned the winner in tonight's finale of the reality television
show .. having trimmed down to a svelte 65.7 kilograms.

The 41 year old entered the competition weighing 121.9 kilos .. but managed to lose
56.2kg during five months of intensive training.

She'll also take home 370 thousand dollars in prize money.

The biggest male contestant .. 24-year-old Victorian SHANNON BOURKE .. originally weighed
214 kg but finished in third place after losing nearly 90kg.

Tomorrow's federal by-election in former opposition leader BRENDAN NELSON'S blue-ribbon
Sydney seat is now seen as a litmus test for new Liberal leader TONY ABBOTT and his stance
on climate change.

It was supposed to be a cake walk for PAUL FLETCHER .. but the former Optus executive's
ascension as MP for Bradfield has become less certain in recent days.

Along with the Higgins by-election in Victoria .. caused by the departure of former
treasurer PETER COSTELLO .. a Bradfield by-election win was considered a fait accompli
for the Liberal Party.

But there's now doubt about how voters will react to the Liberal infighting .. a change

With Labor not fielding a candidate in Bradfield .. the contest has boiled down to

CANBERRA, April 27 AAP - Australia is well prepared to deal with a potentially deadly
swine flu outbreak if one occurs, the Australian Medical Association (AMA) says.

The new influenza strain, feared to have killed 86 people in Mexico and infected 20
in the United States, has "pandemic potential", the World Health Organisation has warned.

Meanwhile, the New Zealand government has said 10 local students who had just returned
from Mexico have tested positive for influenza A and are believed "likely" to have contracted
swine flu.

AMA president Rosanna Capolingua says while the new virus poses a serious risk, the
nation's health system is equipped to deal with it.

"There is certainly communication networks, there is a store of Tamiflu, the antiviral
agent, that's been kept in Australia as well," Dr Capolingua told ABC Radio on Monday.

"There's been suggestions of fever tents, how to decamp patients from primary care
into isolation areas, how the hospitals would cope.

"There's been quite a lot of planning done in the past and preparation for any of these
sorts of circumstances."

One of Australia's top influenza experts, virologist Alan Hampson, said while swine
flu didn't appear to be as unpredictable as avian flu, it was quite different to regular
human influenza viruses.

"It is sufficiently different to be able to readily infect people and probably overcome
existing immunity to existing H1 viruses," he said.

The disease could already be in Australia, Mr Hampson said.

"It's very hard to screen for influenza coming into the country because what we do
know is that people can be infected and not show the signs of disease in the early stages,
but can be spreading the disease now," he said.

Fed: Consumers targeted in phone scam, ACCC says

CANBERRA, Dec 22 AAP - Australian consumers with Chinese surnames are being targeted
in a telemarketing scam based in Hong Kong, the consumer watchdog has warned.

The Australian Competition and Consumer Commission (ACCC) says it has seen an increase
in the number of complaints from the public based on significant amounts of money lost
to these overseas scammers.

Described as an "old-style scam" operating through a simple phone call, hundreds of
thousands of dollars have been taken from trusting consumers around the country, ACCC
chairman Graeme Samuel says.

"The promise of a large win and the scammers' persistence hook consumers into paying
upfront fees for club memberships, taxes and other charges," he said in a statement.

Anyone tempted by the phone scam should ask themselves why the scammers don't take
the fees out of the money supposedly won, he said.

"Consumers should hang up immediately if they receive such a call.

"Once money is paid, it is next to impossible to recover."

Qld: Bureaucracy removed in Queensland Health overhaul

An entire level of Queensland Health's bureaucracy will be scrapped .. in an effort
to make the controversy-ridden department more efficient.

Queensland Health Minister STEPHEN ROBERTSON and director-general MICK REID have announced
the department's three health areas will be abolished.

The northern .. central and southern areas were created in late 2005 following a review
of the department by consultant PETER FORSTER .. in the wake of the Bundaberg Hospital
scandal.

The responsibilities of the area managers will now fall to the state's district managers
.. who'll report directly to Mr REID.

Under the restructure the number of health districts will also be cut from 20 to 15
.. through the merger of several south-east Queensland districts.

BRISBANE, April 22 AAP - The Queensland government has demanded Prime Minister John
Howard "bring his chequebook" next time he visits the state's south-east to help ease
the worst drought on record.

Deputy Premier Anna Bligh today launched a blistering attack on Mr Howard ahead of
his federal cabinet meeting in Brisbane on Tuesday.

Ms Bligh accused the federal government of deliberately stalling on Queensland's request
for $408 million for the $1.7 billion western corridor recycled water pipeline, while
pledging hundreds of millions of dollars to other plans "drawn up on the back of an envelope".

"While two million Australians (in south-east Queensland) are battling the worst drought
in their history, John Howard and (Water Resources Minister) Malcolm Turnbull have so
far refused to commit one cent to help them," Ms Bligh said.

"Two million people are sick of this. They demand to know why the prime minister is
leaving them high and dry."

Mr Turnbull has so far refused Ms Bligh's request for the money, saying the state government
has yet to put forward a proper business case for the proposal.

Mr Howard, who was in the state's south-east last week, had been tipped to make a major
water funding announcement while visiting the Wivenhoe Dam.

But Ms Bligh said the prime minister's visit was "just another hollow photo opportunity".

"I've got one message for the prime minister - when you come to Queensland next week,
do the decent thing and bring your chequebook," she said.

Ms Bligh said the state government was committed to building the pipeline, with or
without federal funding.

"However, lack of federal funding clearly would have an impact on the price south-east
Queenslanders paid for water," she said.

Ms Bligh also accused Mr Turnbull of running a "nonsense campaign" in his quest for
more details on the pipeline funding.

She said a 52-page breakdown of the scheme had been submitted to the federal government.

"He's waving his calculator around, demanding to make a profit on this scheme and wanting
some mythical business case," Ms Bligh said.

"At the same time, he's pledged hundreds of millions for a pipeline from the northern
rivers that's nothing more at this stage than a desktop study."

Mr Turnbull a fortnight ago unveiled a controversial plan to pipe water from northern
NSW to Queensland.

DARWIN, Dec 20 AAP - Gang members who use violent behaviour to create fear in Northern
Territory communities now face a year behind bars if they are caught by police.

Tough new powers to crack down on gangs came into effect today, following violent riots
at an Aboriginal community earlier this year.

Fifty-five people were arrested in Wadeye, about 400km south-west of Darwin, after
rioting by rival gangs in May this year.

Chief Minister Clare Martin today said the new legislation targeted criminal groups
and would disrupt gang activity before it escalated into rioting or property damage.

"These new laws will enable police to crack down on gang activity right across the
territory," she said.

The Anti-Gang Laws create three new offences.

These include loitering, which is aimed at youth street gangs and will give police
the power to issue notices to juveniles to stay away from an area for up to 72 hours.

It carries a penalty of up to six months jail.

The violent disorder offence targets gangs like those in Wadeye, where people use violent
behaviour to create fear in communities.

It carries a penalty of one year in prison and allows police to move against suspected
rioters before a riot erupts.

The consorting between known offenders law carries a penalty of two years jail and
is designed to disrupt organised criminal operations, such as drug dealers, from contacting
each other after serving sentences.

"Police have been well trained to implement these new laws and the changes will make
the territory a safer place," NT Police Minister Chris Burns said.

Existing laws have also been strengthened, such as tougher bail and sentencing conditions
to prevent people from associating with others, or from being in certain areas.

The Riot Act has also been simplified to make it easier for police to disperse rioters.

The legislation comes on the back of yesterday's crime statistics that showed an overall
rise in crime across the territory.

"The crime rate in the territory has jumped by almost 12 per cent," said Opposition
Leader Jodeen Carney.

"In the last 12 months there were more than 5,000 crimes against the person, whilst
property crime pushed through the 20,000 mark."

"Territorians are now less safe wandering down to the shops to get a carton of milk
after dark or walking along the beachfront in search of an evening breeze."

But Mr Burns deflected Country Liberal Party claims that increasing crime was undermining
the territory's easy going way of life.

"House break-ins decreased by 50 per cent and overall property offences have decreased
by 33 per cent over the past six years," he said.

Assaults have also fallen three per cent compared to the previous quarter, although
it increased by 15 per cent compared to the previous 12 months.
